HMRC Construction Industry Scheme (CIS)

The Construction Industry Scheme (CIS) sets out rules for how construction contractors should make payments to subcontractors. In 2007, the update to the CIS introduced more complex guidelines thus making the rules for contractors easier to fall foul of.

The CIS was set up to ensure subcontractors paid ‘on account’ tax payments from a proportion of their earnings. To establish a subcontractor’s true position they are required to submit a Tax Return to HMRC by the relevant submission deadline.
